Apply for Section 8

Until further notice, the West Hartford Housing Authority is not accepting applications for the Section 8 Housing Choice Voucher program.

If you would like to be notified when any Section 8 Program waiting list opens to the public within the state of Connecticut, please register on the Housing Choice Voucher Program website. You will receive an email notification when any Connnecticut housing authority advertises the opening of their waiting list to accept new Section 8 applications.

The WHHA purges the Section 8 Housing Choice Voucher waiting list annually.  At such time, applicants are provided with their updated ranking on the list.  Any other waiting list update information requests must be submitted to WHHA in writing.  Written requests can be mailed to:

Apply for Housing at Elm Grove Apartments

The wait list will remain open until 50 qualified applicants are received. If you would like an application, please call 860-953-0002 x10 and leave your full name with spelling, your full address with spelling, and your phone number. An application will be mailed to you. Elm Grove houses Senior and/or disabled households.

Apply for Housing at Alfred E. Plant

Alfred E. Plant Elderly Apartments (“Plant”), an affordable housing development located at 759 Farmington Avenue in West Hartford, is accepting Pre-Applications for one bedroom rental housing units.  Eligibility for these units is subject to household income limits and other eligibility criteria under the federal Low Income Housing Tax Credit (LIHTC) Program as well as the HOME Program.

Plant is a 137 unit complex with onsite parking, onsite laundry facilities, game and community rooms, elevators, and an outdoor green walkway. It is located along a major bus route and is adjacent to retail shopping and less than a mile from West Hartford Center.  Plant is also a smoke-free environment with no smoking allowed within the building and only at designated outdoor locations on the property.

Income limits that apply at the current time are by household size and are as follows:

  • 1 Person   = $ 36,360
  • 2 Persons = $ 41,530

Eligibility is subject to a verification process which includes ability to pay rent as a percent of overall household income and other Low Income Housing Tax Credit compliance issues.  Section 8 voucher holders may apply, as well as non-Section 8 voucher holders.

Rents will be approximately $ 930 – $ 980 for a one-bedroom.
All rents include electric, heat and hot water.

Pre-Applications, can be obtained by a written request via mail to the address below and providing Name, Address and Phone Number.  The Pre-Application will then be mailed to you.

All completed Pre-Applications must be returned to the Plant Office of the West Hartford Housing Authority by mail.  Both Requests for Pre-Applications and Completed Pre-Applications must be mailed/submitted to:

Pre-Applications will be subject to a lottery system to establish a random processing order.     The lottery will be in early 2012 and will include all Pre-Applications postmarked by January 13, 2012.   Pre-Application received with postmarks after January 13, 2012 will be listed in the order in which they are received as no additional lottery will be held after that date.
