Housing assistance subsidies for families living in the West Hartford area.
Alfred E. Plant Elderly Apartments (“Plant”), an affordable elderly housing development located at 759 Farmington Avenue in West Hartford, is accepting Pre-Applications for one-bedroom rental housing units. Eligibility for these units is subject to household income limits and other eligibility criteria under the federal Low Income Housing Tax Credit (LIHTC) Program, the HOME Program, and the Housing for Older Persons Act (HOPA).
Income limits that apply at the current time are by household size and are as follows:
- 1 Person = $ 36,840
- 2 Persons = $ 42,120
Eligibility is subject to a verification process which includes ability to pay rent as a percent of overall household income, an age restriction of 55+ for one applicant, and other Low Income Housing Tax Credit compliance issues. Section 8 voucher holders may apply, as well as non-Section 8 voucher holders.
Rents will be approximately $ 970 for a one bedroom (subject to change). All rents include electric, heat and hot water.

Pre-Applications will be subject to a lottery system to establish a random processing order. The lottery will be in early Spring of 2016 and will include all Pre-Applications submitted online and all original forms postmarked by March 23rd, 2016. After the lottery, applications may still be accepted on a first come, first serve basis until such time as the waitlist is closed.
